The technology of E-Government is a new technology of computer application, which realizes the electronic governance and social service by the information technology and network technology. It is an important base to the innovation of the government system and the functions of the government. Definitions of e-government range from"the use of information technology to free movement of information to overcome the physical bounds of traditional paper and physical based systems"to"the use of technology to enhance the access to and delivery of government services to benefit citizens, business partners and employees."The common theme behind these definitions is that e-government involves the automation or computerization of existing paper-based procedures that will prompt new styles of leadership, new ways of debating and deciding strategies, new ways of transacting business, new ways of listening to citizens and communities, and new ways of organizing and delivering information. Ultimately, e-government aims to enhance access to and delivery of government services to benefit citizens. More important, it aims to help strengthen government's drive toward effective governance and increased transparency to better manage a country's social and economic resources for development.Following the popularization of the technology of the computer and application on Internet, the archives have already no longer only been that the single papers which exist .The files taking medium, such as magnetism, electricity, mere, etc. as main information carrier arise at the historic moment, and have produced a large amount of electronic records archiving (hereafter referred to as" electronic archives"). Then the traditional archive management idea of the file department begins to be assaulted and wavered. For example :A series of questions , such as whether the electronic archive is original or not is difficult to confirm, whether the electronic archive is truth or not is difficult to judge and check, and protection means, the recovery technique and safe protection etc., are all worth studying and discussing. Bringing the questions and puzzling, the application of computer technology and Internet technical in archive management has not the extensions of the traditional file managements. But a substantive leap and development are in the archive management. Such as: Because of the electronic archive carriers could be magnetic disc ,CD ,etc. form ,which save the memory space of the storehouse heavily ,and search swiftly an increase operation rate ,at the same time the electronic archive can carry on diversified technology to realize electronic archive scientific managements has already become an important problem worried to be solved.Public Key Infrastructure (PKI) is the most comprehensive technology in the information secure field. Meantime, a lot of new technology in PKI such as architecture, algorithm, Key management, are appearing constantly. Our country is big country in the field of network. It is very necessary and very urgent to develop our own PKI technology. In view of this, this paper is devoted to the PKI and security application study in the E-Government filed.This paper is about the archives management module which is based on the subject of e-government application platform projects. The author discussed the need for the development of this system in detail. The main techniques used in the system is: Smart Client technology, Smart Client is easy to deploy and manage, because the previous system platform is based on . NET structure of the BS, and the deployment and promotion are not convenient, so we use java to implement this system based on Smart Client technology. In the java code development standards, the various system modules completely follow the MVC business structure, MVC is a design pattern, and it separates the input, processing and output of the application. Application was divided into three core components: Model, View and Controller with using MVC. They deal with their own role. It makes the relationship between the various classes more clear, and easy to maintain. The basic concept of PKI basic principles is the most comprehensive solution to resolve the issue of information security in many ways. At the same time, many of the new emerging technology, the structure of PKI, the use of algorithms, key management procedure is also changing. The archives standards and the basic concepts involved in the archives system development, because these basic concepts in the system is the name for the module, so we need to have a clearer understanding of it, the we will be easy to understand the system in the latter part of achieving development.The main work of this paper includes: the development and implementation of Smart Client technology; Coding with the MVC structure; Configuration of the authentication system and using IAS server framework; Configuration of the iBATIS persistence layer services, the preparation of iBATIS SQL mapping document, completing the data access between the client and server; Development of the archive system, including: design archive system structure of the database; Implementation of the archive maintenance module, audio-visual module, infrastructure module and science module; Searches module, providing simple-query and assembled-query module. The users can customize different operations, so it can improve the searching accuracy and speed; Storage module, offering the management for the storage; Handover and takeover, users can transfer the data by xml document from one department to another; Information maintenance, compete the coding and data structure design, such as categories maintenance, the entity classification, data dictionaries, archive number settings, fond management, and other business functions.At the end of the paper we summarize the full paper, and give a forward to the system and works further, and summarize some development experience at last. Based on adequate investigation and analyses of theories and practical problems about archives, the paper mainly included the research of system operation flow, system structure, database designing and system function module designing Etc. Besides, the dissertation included the depiction of correlative developing technology of EAMS, such as MVC, Smart Client framework, Etc. The project promoted the process of the e-government office software localization, system designing, developing and implement.
