With the rapid development of radio communications, spectrum application becomes more popular that results in the shortage of spectrum resource increasingly. In order to make full use of the limited spectrum resource, effective work should be done in two fields: exploration of higher utility rate spectrum application system by means of the progress in radio communications technologies, as well as strengthening scientific management of spectrum through integration administration management and scientific technologies. Radio monitoring is the key component of spectrum management, aiming to provide technical support and scientific warrant for spectrum management, assignment and planning of frequency. An important way for carrying out radio monitoring is to establish radio monitoring network and distribute fixed monitoring stations everywhere in the nation even in the world, with lots of monitoring stations are employed to harmonize work. Meanwhile, radio monitoring systems capable of automatic measurement are adopted to decrease operator amount and improve the efficiency of monitoring service.Along with the increasing expansion of the monitoring network range, radio monitoring stations at different levels have accumulated a large amount of historical monitoring data in daily work. How to utilize and manage these mass distributed historical monitoring data has become a new issue of general construction in information-based monitoring domain. In this paper,"Design of Radio Monitoring Data Management Analysis System of Jilin Province"is proposed on the basis of making effective use of monitoring data and doing more exploration and reuse, so as to play the most important role in radio stations management and frequency assignment."Radio Monitoring Data Management Analysis System of Jilin Province"is capable of carrying out integrated management and analysis of historical monitoring data of Jilin Province. The system will compress, screen and extract the data supplied by various subsystem according to their different rule and characteristics. By way of dynamic online data inquiry, statistic, collection and operation analysis function, the automation process flow of historical monitoring data can be realized. The system will break the time and space restriction, as well as integrate and conclude monitoring data from different station and period of time scientifically. Aiming at idiographic radio monitoring work categories, reliable statistical graph and special monitoring analysis conclusion can be drawn by use of reasonable arithmetic models and engineering method on existent mass monitoring data for assistant decision-making of radio management.Detailed contents are listed as follows:1. General system designOperation environment, basic design concept, process flow, function hierarchy and the relationship of function demand and program are included. 2. Systemic interface designUser interface, external interface and internal interface.3. Systemic data structures designData dictionary design and data warehouse design.4. Systemic error handling designIncluding error massage and system maintenance design.5. Systemic module designIn this part, components are well designed such as system main interface, system initialization interface and arrangement, geography information module, system parameter setting module, distributed communication management module, prefecture level data extraction and gathering module, monitoring interface module, data statistic report module, 3A interface, monitoring assignment management module, initial data processing module and monitoring unit information management module.
