The new generation of Doppler weather radar has obvious advantages on trackingthe strong convectional weather, weather disasters and obtaining information on windfield, and it plays an indispensable role in prevent and mitigate disaster, andmeteorological services. However, due to the limitations of the radar base data browsingsoftware, our using level of radar echo data is very low, especially in country level.Based on actual practice of the meteorological stations at the country, to promote theusage of radar products in the base station and enhance the service quality of the basicmeteorological stations, we developed the " Weather modification command platformbased on the Doppler weather radar echo ", as part of the supplement of the dailyroutine meteorological service and radar echo research tool.Some basic knowledge of the Doppler weather radar and the artificial influence onweather are introduced briefly In this article.The business requirements and frameworkof the command platform are analyzed based on actual practices According to itsfunction, the command platform is divided into the following four parts: the FTP server,radar automatic data collection software, radar data downloaded decompressionsoftware, Doppler weather radar data display software. It explained the followingtechnical method one by one: the involving FTP data transmission and datacompression, radar base data reading and echo inversion, echo intensity area calculation,echo height calculation, map making and shot point information superimposed,longitude and latitude and pixel conversion etc.And then used the layout of various software window to realize the practicabilityand operability of the command platform. Finally, the test results showing that thesystem runs stably and reliably, meeting the requirements of the design which is madeat the beginning. The system offers a set of simple, visual, interactive decision makingcommand operation platform for the artificial influence on weather operation peopleand makes the operating decision scientific, objective and fast, which improving the scientific decision-making level of the artificial influence on weather and the serviceability of disaster’s prevention and reduction.
