As the important part of the urban water supply industry, pipe network takes charge of distributing water to users, and ensures the demands of the water flow, pressure and quality. The optimization function of the pipe network lies in the application of the monitor and measure system. That is the data acquisition to the every monitor point. So, this problem is worthy while rearearching.City water supply monitor system plays important role in city water supply enterprises. It belongs to the family of SCADA (Supervisory Control and Data Acquisition) systems which is supported by automatic control technology, communication technology and computer technology. Along with the rapid development of the computer technology, most water supply enterprises have established water supervisory control system so as to utilize water resources properly and improve the level of production management. But under current circumstances, except a few big enterprises, most enterprises still encounter many problems such as lagging communication method, fall-behind information sharing among departments, low utilizing of resources and limited automation control level. This paper presents a system of wireless remote data acquisition, transmission, supervision and analysis based on Web and SMS.The whole system includes three parts: RTU (Remote Transmission Units) distributed on city water pipes, first-level monitor centre in headquarters, and second-level monitor centre in water mills. The RTU transmits water pressure from sensors to monitor centre over a wireless system using a negotiated communication protocol. At the same time, second-level monitor centre uploads the real-time data to first-level centre from water mill. Supervisor uses monitor software to control the situation of the whole water pipe by the data received from RTU and second-level monitor centre. Considering the low efficiency of communication and the vague sharing among departments, this software platform uses B/S mode to release data so that users can browse the on-the-spot data in any time and places where link to the internet.In the end of this paper, an optimal operation and decision-making model is discussed to solve the enterprises' economic problem. This will improve the water supply enterprises' economic returns and social benefits. At the same time, it can present a theoretical reference to the actual production and technical guidance.
