Assistant Decision System is an intelligent system to support managerial decisions under the information environment within a whole enterprise, which employs the internal and external data source as well as mathematical models, expert knowledge and other intelligent decision methods.First of all, the article analyzes the disadvantages of the current Personnel Affairs Management System, and makes clear the destination of our task and formulates a feasible plan. Then the knowledge and characteristics of the Personnel Affairs Management Processes are described in details by taking example of a certain University. Subsequently, the article introduces the general design of the Personnel Affairs Management System and depicts its framework and subsystem's function. Next, the article shows several implementation procedures of some important points such as system safety, data collecting from deferent departments, assistant deciding for blueprint of staff s complementarities, and making report on Web. In the last part of the paper, we have made a summarization of the software development.This article shows its own viewpoint in the aspect of the implementation of the Personnel Affairs Management for University, that is, "fully use the current software resource, and make the system to be safer, more convenient and more intelligent". Furthermore, the author believes the discussion about the assistant decision for staff's complementarities and some skills for developing Web application must be helpful to those developers who are exploring in this field.
