The paper presents the practical values and targets of the development of the educational administration system through analyzing its new requirements and operation condition in the college information construction. The emphasis is placed on the realization of the qualified educational administration information system that goes under the guidance of information engineering theories, through user investigation, system analysis, step-by-step development and system improvement.The paper describes the methods of requirements analysis and its steps. The practical computation mode, network operating system, network database system and development tools are presented through the analyses and comparisons between B/S and C/S system structure and among other choices. It also describes the overall design and detailed design, discusses the theories of the system database design and the identity authentication. As a result, the theoretic and practical foundation is laid for the development of the system.With the consideration of the operating and practical conditions, the paper reveals the safety problem in the network management information system and proposes safety strategy, which can be not only applied in the system management but also extended to other applications.The research settles the actual problems in educational administration system and a team for the system developing and maintaining are trained.
