The production management which is one of the key subsystems in enterprises resources planning for manufacture plays a very important role in the information construction of manufacturing industry. However, it is also a difficulty and weak point during the information construction course at present.According to the features of the small and medium enterprises, such as variable production management process, multiple product categories and complex craftworks, the universal software of production management needs to be developed, which can consolidate existing markets, exploit new markets, improve productivity and product competitive force. Production optimization model and scheduling algorithms is developed, and a production management system which adapts to the circumstance of market economy with new management concepts and new information techniques is constructed providing a management tool for its development.Analyzing the production scheduling and controlling process of the small and medium enterprises and discussing normal optimized theories and realizing approach, their advantages and disadvantages as well, the theory of production optimization decision based on the flexible manufacturing module(FMM) is put forward, and the Petri subnet for the FMM is designed. The execution logic model of production process is set up with assembling and combining these subnets. The production optimization algorithms based on the FMM is studied in order to resolve the specific optimization questions of variable production condition. The theory of production management is put forward based on five elements of the work center, such as structure, capability, schedule, process, cost, which is the corresponding the physical realizing model of production management system. A new two-categorized BOM (TCBOM) is developed, which classifies the production resources by intermediate products and raw materials. The whole framework of production optimization model is made up of the execution logic model and the physical realizing model. After the research of the FMM optimization decision, the optimization algorithms including the TCBOM scheduling, enhancing gene scheduling, scheduling based the Theory Of Constraint(TOC), performance evaluation based the Dynamic Programming are constructed. The target system is realized by Delphi7.0 and Microsoft SQL Server2000.The tests in a found factory show that the production management theory is feasible and effective, which can carry out the optimization in the subsection processing time, subsection stock cycle and production cost control etc. In actual practice, the production optimization model has good performance.
