Information system of oil and gas production cost (ISOGPC) is crucial to cost budget for oil and gas production. In order to develop an efficient and steady ISOGPC, the keys lie in the logical structure, the suitable platform, the flexible interface between application and DBMS, and the proper interface between data acquisition system and information management system.In this paper, ISOGPC based on combination of C/S and B/S structures is thoroughly studied. According to study of multi-layer C/S and B/S structure, analysis of system and user's requirements, design principle and function requirements, the model is made based on combination of C/S and B/S as general design scheme of ISOGPC. Techniques discussed mainly include .NET framework, database middle ware, Web Service, system architecture, PowerDesigner, PL/SQL procedure, system security and secrecy. At the same time, paper introduces concretely pivotal points of ISOGPC such as data acquisition, data processing and quote.Paper introduces concrete design scheme and implement project of software system in the light of ISOGPC development, and studies thoroughly system development environment, database design, system security design, accomplishment of every function module, key techniques and arithmetic in software development. Practices show that ISOGPC based on .NET platform reached perfectly goal in general system reliability and security.Innovations accomplished in this paper: calculation model of cost budget module, system frame integration implemented by reflection arithmetic.
