The development of information system in environmental protection area is a complex and hard project. Its development cycle is long, and there is a great many of varieties involved in it. Information system must understand these changeful requirements and respond them in time. Therefore, it is necessary to design environmental protection bureau information system to be an agile information system that can accommodate enterprise change and development rapidly. It can realize system's rapid response according to the varieties of environmental protection bureau requirements. Software development based on components is software development's current, and it improves the response speed to requirement varieties in development process because of component's plug/pull and encapsulation features. EOS(Enterprise Operation System) provides the application mechanism which faces component. For new application requirement hierarchy, operation flow adjustment, operation regulation and information resource update, EOS can provide nicer support, and advance enterprise's response ability to operation innovation and technology innovation.This thesis takes information system in Harbin environmental protection bureau as background, and discusses agile information system's concept, features, and work point. Especially several development methods of agile information system are analyzed. Through combining EOS component features and traditional software development process, this thesis sums up software development process that bases on EOS component. This thesis analyzes requirements of environmental protection bureau, and builds system's analyzing model by UML, and designs pollution source room subsystem in environmental protection bureau into layers following MVC(Model-View-Controller) design pattern, and divides the system into different layers'components basing on EOS platform. All the components connect to a data bus and communicate with each other through it, so the system possesses agility in deed. Meanwhile, this paper briefly introduces and analyzes EOS component's definition and EOS application's operation mechanism.This system has improvements in many aspects compared with systems designed by traditional methods, it can respond system requirements variety quickly, and it is an agile, reused and high-performance system. The design methods of this system provide a good idea for the construction of information system in environmental protection area in future. Furthermore, when other information system in environmental protection bureau is developed, we can reuse components in this system, which will improve system's development efficiency.
