The EPA Internal Information Management Supervision System Design And Implementation

<On Further Strengthening the Supervision and Inspection over theImplementation of Work>(SCS [2008]120), formulated by Office of the State Council,points out that ‘We have to improve the work efficiency of supervision and inspectionby applying modern information technology, as well as establish informationmanagement platform in order to achieve the interoperability of those workinformation.’The former office OA platform for solving problems arising from e-governmentdeveloped by Environmental Protection Agency focuses more on the processmanagement. It is not practical for the existing office OA in the field of cross-sector andinter-regional collaborative business management, to make Jinhua city environmentalprotection Bureau on the actual needs of the "how to ensure the implementation of,follow-up, how to track feedback, concerted" practical application of subject and ITproducts in the exercises, usability, ease of use, produced out of business applications.Through the implementation of this system, establishment of complete units of thecity’s environmental protection Bureau sector information center database to furtherassess the environmental protection Bureau of the subordinate units of the floor, havecomplete control over the units of the current situation and reform, effective supervisorymechanism and implementation, and mutually support coordination of control andrestraint mechanisms, and vigorously promote scientific and standardized management,improve efficiency, and through the sharing of data, greatly improving the value of EPAinformation use, improve the quality and level of government services.We could fullyestablish the database for the information center related to every EnvironmentalProtection Agency‘s sector through the implementation of this system, as well as furtherto know the base of each unit of Environmental Protection Agency, and grasp the lateststatus and reform of every unit, analyze EPA monitoring status, track and inspectadministrative execution supervision in departments and units, identify problems,investigate problems in a timely manner.There is a treatise of this system, including the overall development line, the design principles, the specific implementation of the program, the characteristics of the systemand the technology applied in the system in this thesis.
