A mass of data is important resource in the field of modern scientific research and application. All the scientists and users in different places hope to access and analyze those much data. However, current data access has low efficiency because of multifarious autonomous fields and various storage sources. So, the research on data access of large-scale network environment is the hotspot of academia and industry all along. These years, so many new techniques also were used for data access constantly such as middleware technique, Peer to Peer technique and Web Service technique. These new techniques have little value in the special environment, and have respective limitation like cooperativity or efficiency in the same time.The appearance of Grid offers a new actualize mode for heterogeneous data access. After integrating the excellence of Web Service, OGSA(Open Grid Service Architecture) realized the amalgamation of Grid and Web Service and offered a new direction for research of heterogeneous data access.This paper proposed a new data access model on the basis of research on current heterogeneous data access techniques and analysis of OGSA, and realized the heterogeneous data access using WSRF as implementation mechanism. It can be stratified with the requirement of cooperativity, efficiency and cross platform capability. Moreover, this paper applied the model in the "Prevent flood optimize attemper of Wujiang rundle Hydroelectric Power Station reservoirs" project. Through the discussion of its each main functional modules and implementation mechanism and integrated comparison with current other data access models, it can be seen that the data access model proposed by this paper compartmentalized distinctly in the system, had little dependence among the functional modules, accorded with software development method of Service-Oriented Architecture and more applied the requirement of data access about modern heterogeneous environment.
