With the rapid development of Internet and its influence in all areas of society, IPv4 technology demonstrated its limitations. One of the major is that it can't provide effective quality for Internet services. Although IPv6 technology makes huge improvement in packet architecture, it doesn't change its essence that carries for best effort with IP network. To meet the demand of carrying various services with IP network and creating a controllable, manageable and run able QoS management system would make great means for the prospect of CNGI network. To make the controlling, managing, running and maintaining of the next generation network to be effective, and ensure the QoS of various services, the CNGI must do measurements for every services running on the network.First, the paper introduces the background of CNGI QoS project and the current research progress on QoS measuring; second, it introduces IPv6 technology and its support to QoS, then it introduces network measuring technology; Third, it introduces the architecture and flow of working of CNGI QoS system, and introduces the research on QoS measuring function, including passive measuring and active measuring; Fourth, the paper presents a detail design and implementation for the QoS measurement subsystem, including the part of passive measurement and active measurement . In the end, the paper describes the progress and results of function test to the QoS measuring subsystem and integration test to the CNGI QoS system, and concludes the main task of the paper, points out the defects and the improving method of the measuring system.
