As a kind of boom technology of information processing, the workflow is used to realize the flow processing with the various service environment. Its priority target is to realize the automated processing procedure, especially the interactive procedure between people and the utility program or tools. In the workflow system, the related service activities connect mutually to constitute workflow according to the sequence or the logical relations. According to the service flow which be defined by the system, the documents, information and the tasks are transferred, processed or executed between the participants. As a kind of core technology of process modeling and the process management, the workflow technology can provide the powerful support for the service flow and the information process. The information system development based on the workflow technology is more and more importment, so we should study the methods for developing this kind of information systems.Firstly, this thesis studies the three popular development strategy of informationsystem——SDLC(Structured Development Life Cycle),the way of Prototype, theway of OO(Object Oriented), and exposes the disadvantages of these traditional development strategies of information system based on the function, and comes up with the development way of information system based on workflow technology. Secondly, according to the standard of WfMC (Workflow management confederation), the paper introduces the main function and the system structure of the workflow management system, and studies the workflow technology deeply, especially the workflow model and the workflow engine. Moreover, the paper analyzes and studiesthe concrete workflow management system——Joinwork such as the systemstructure, modeling method and the way to configure model. By making use of API provided by Joinwork, we achieve an "all-purpose engine". The engine can be integrated with application program simply, and make the users (who use the engine) avoid coding to realize the relation between the flow data and the application data, and diminishes the number of codes vastly. Finally, we implements the "Information Examination and Approval System of Whut" by use of the "all-purpose engine". Through the typical development process of information system based on workflow technology, we summarize a set of theories of information system development based on the workflow technology. Then, by comparing the realized information system with the traditional information system, the advantages such as easy developing, ease maintaining and easy upgrading of system based on the workflow technology are embodied adequately.The research of this thesis has not only provided the dependable reference of the theory and the technology, but also has laid the foundation for the further research. So the research has the certain application value. The "all-purpose engine" introduced in this paper makes developing information system easy. It can be embedded to the existing system expediently, which reduced the technical difficulty and the risk of integration with the original system greatly, and reduced the development cycle of information system based on the flow definition visibly, enhanced the labor efficiency.
