With the improvement of Internet Bandwidth and the development of Video-Compact technology, Digital Video Monitor products become the mainstream. To use the network adequately, the Video-Server should adjust the video quality along with the network Real-time performance, then, measuring the network Real-time performance is necessary. But the current measure method usually increase the measuring time or add the network load to improve the veracity. So it's inconsistent between high veracity and low load, to find the solution of that problem is the main task of the paper.At first, this paper describes and analyzes the research actuality of the method for measuring network performance. To meet the special requirement of measuring network performance used in the video transaction system, the thought is introduced that the measuring method should be different between before-transmit and transmitting. Before transmit video data, the main aim of measuring are high veracity and timely, and when transmitting, the focus of measuring become speediness and low load. Based on those two different aims, the paper provides two algorithms: ASLoPs algorithm and ASP algorithm. Later, a research on the measuring packet's composing and the sending rule is introduced.At last, a network performance measurement system based on those two algorithms is designed. To meet the actual use requirement, a transmitting protocol is designed, that protocol is used on the transmitting between the measuring points.
