Since European GSM standard for mobile communication was established , a rapid progress has been made in technology of wireless cellular digital communition.GPRS,which was first introduced in 2002,is a new technology for data carrying and transmitting in the way of package switch on the basis of GSM. It has always been taken as a preferred scheme in the application of wireless data acquisition and romote surveillance for its speciality of always online,measuring by runoff and transmitting at high speed. Meanwhile,another rapid progress has also been made in the technology of image compression ,with being leaded by video application and being supported by the advancement of micro-electronics .Many compression arithmetics have been invented . A group named MPEG ,which are applied itself to the establishing of the standards for moving picture and audio coding, brought a MPEG-4 ISO/IEC 14496 V1.0 In 1998.This standard introduces many new compression arithmetics of high performance ,which promotes a convenience of ultra low bitsrate practice ,In this paper, technologies of wireless data transmitting and vedio image compression are known well and are combined into the solution of how to transmit videos and images effictively and quickly in vedio application. At first , wireless data capturing/transmitting and video image compression are discussed and analyzed .One application scheme is presented on the demand of video capturing and transmitting.Then,it is discussed in detail that how to develop the hardware and the software of system. The hardware includes GPRS Modem,USB video capturing set. Video capturing,vedio compression,video transmitting and related operations on database are involved in the software.Four copies of software are also designed and completed . Finally, the system performance and the test result are presented .Also experience and lesson are summarized with some suggestions put forward.
