With the gradual deepening of the information level of the post bureau, information management system is playing an ever-increasing role in routine production work, so guaranteeing the smooth post information networks, the normal operations of all the sub-systems and the normal functions of the productive equipment of the post network terminals and production units has become one of the key factors in ensuring the normal activities of enterprises' routine operations, providing quality service for customers of the post service, elevating enterprise images, and the sustainable and speedy development.With the development of enterprises, constant expansion of production scales and ever-rising rate of enterprise networks coverage, the number of equipment in need of maintenance is growing in geometric series, and the network structures are becoming more and more complicated. Under these circumstances, the current equipment maintenance and obstacle management model have become bottlenecks to the efforts to further raising the maintenance quality of the information technology department, which cannot meet the demand for the speedy development of the post service undertaking.On the basis of researches on large IT enterprises abroad in terms of advanced operation & maintenance concepts and successful cases, this paper mainly tries to introduce the ideas of enterprise resources management into our routine equipment maintenance management in combination with our bureau's current information situations and probe a brand-new operation & maintenance service management concept to deal with emergency obstacle handing procedures. Meanwhile, it makes efforts to study and design a platform that fits into new procedures and new concepts, integrates equipment management, obstacle handing procedure flows, obstacle control, resources and knowledge sharing, information exchange, and overall control of available resources to assist the information technology department in its work, so as to resolve the bottleneck problem, largely raise the work efficiency and maintenance level of the information technology department, and provide powerful technical support for the postal enterprises in their rapid development.Traditional way in disperse maintenance, manual monitoring anddeclaration not only wastes manpower and physical resources, but also lacks reliability and cannot meet the demand of the development of the industrial automation. In order to ensure the reliability of the monitoring system and smooth running of the supervision and declaration system, it's important to improve the efficiency in the computer system to guarantee timely supervision, declaration and maintenance.The remote wireless monitoring and control system based on GSM network takes advantage of GSM- SMS for data transmission. SMS uses signal channel SS7 of GSM network to transmit the data packet. The signal channel remains idle under most circumstances, so this can be used effectively and meets the requirement of timely supervision and declaration.This paper includes the following four parts:(1) It introduces the 11185 customer service system environment, its module system, and the irreplaceable function in timely monitoring and declaration.(2) After introducing the basic concept of monitoring and declaration system, this part focuses on the structural design of monitoring and declaration system and various module functions. It also discusses the advantages of using GSM-SMS network.(3) This part discusses the Rabbit2000 microprocessor that applies to the embedded system and its application of the wireless GSM/GPRS MODEM module MC35.(4) Based on the studies the Rabbit2000 microprocessor and MC35 module, the serial communication between the two equipments, which are built on GSM-SMS service supervisory system and data transmission platform, can be realized. The monitoring and declaration center may act according to the terminal monitoring request to give the corresponding responses and implement corresponding maintenance, to realize timely monitoring and maintenance. This part also discusses the data transmission in the GPRS technology supervisory system.During the research on the system, it makes careful studies of IT enterprises' advanced operation & maintenance concepts and successful cases at home and abroad. At the same time, it tries to introduce ideas of enterprise resources management and scientific management into our routine equipment maintenance management. In this way, that is, in combination with our bureau's current situations of information systems, it will be able to find a brand-new operation & maintenance service management theory that fits into our bureau's actual situations. This kind of research is of value and great theoretical significance. The system will introduce advanced technological measures and brand-new management concepts into the routine management work of the information technology department in perfect combinations. It aims at full and rationalized integration of the existing resources to reach optimized configurations so that the limited resources available can be tapped in a reasonable and efficient manner. Meanwhile, it will set up a unified obstacle reporting interface to the outside, and to the inside, it will adopt standard obstacle handling and obstacle control flows, a rapid and accurate information exchange channel and a standard platform for resources and knowledge sharing. All this will be of great practice significance to raise the overall IT service level of the postal enterprises, ensure our bureau's routine work and accelerate the development of the postal enterprises.The main results of this paper are as follows. It thoroughly studies the after-sale service systems of large IT enterprises (such as HP, Lenova, etc.) at home and abroad, and, based on the study results, combines the enterprise resources management and scientific management ideas with our bureau's current situations, and summarizes a set of equipment maintenance concepts and obstacle handling flows in conformity with our bureau's situations, with information of scientific features and practicality. Meanwhile, it designs a set of equipment emergency obstacle solution management information systems in conformity with the new procedures and new concepts. The application of the system will raise the work efficiency and service quality of the equipment operation & maintenance departments, and it will lower maintenance costs as well.During its systematic studies and designs, the paper stresses the combination of theories with practice and researches with practice. It enriches and perfects itself during practice. Meanwhile, it attaches importance to case studies, collects various cases of successes and failures, detects problems, analyzes problems, sorts out and summarizes something in common as the references for the study and design of the system. It uses systematic and scientific ideas to guide and analyze the composing modules of the system, studies the functions of the modules, and the relations among and between the modules. It explores methods to quantify and standardize them, and works out a scientific and practice application system. This system represents the operation & maintenance concepts that are advanced in China. At the same time, it adopts the mainstream, advanced and mature information technology development. It stays at the domestically advanced level in terms of the operation & maintenance studies and technological studies.
