Abstract: Along with the deepening of China's educational reform, to trainstudent's ability receives more and more people's attention. Educators develop modelsand methods of teaching which can fit the student better. Problem-based learning,PBL , was created by Barrows, professor of neurology at McMaster University inCanada first in 1969, Later was proved in the American medical education. It has beenrefined and widely used. It is an instructional strategy in which students confrontcontextualized, ill-structured problems and strive to find meaningful solutions. Theability to solve the problems is an essential capacity that people have to possess. Thepractice of PBL in china is becoming popular. The traditional school education is the pattern that imparts systematic scientificknowledge to the student by the teacher and the student regards the teacher as theauthority. This pattern hopes that the student can very well grasp the concepts andprinciples after leaving school and can use them well. But large amount of factperplexes people. The student can not very well use what they have learned to the realworld. Students in PBL improve their abilities to solve the problems while learn theknowledge hidden in these problems. Concepts and principles are moved more well tothe true scene. PBL concentrates on issues and makes students exposure to realproblems scene. This paper introduces a literature review of the background first andthen elaborates the concept of PBL; analyzes theoretical basis of PBL; Proposes thebasic design process of the PBL: both capacity and the knowledge obtained from PBL isbegin from the analysis of the learning objectives, content and the characteristics oflearners. This paper analyzes the key issues for the design, also analyzes the traditionalclassroom environment and web-based learning environment for PBL.Network is popularizing now. The Internet has brought about gigantictransformation in people's life. It provides rich studying resource and makes people'sstudy not restricted in the time and the place. Internet provides a very rich condition toPBL. However, web-based learning environment is a new learning environment and todesign web-based learning environment is a new issue. At present, more and moreChinese students study through the Internet, but Internet courses are also designed for more resources. The traditional design method is not focused on the overall design ofthe learning environment, nor a good play to the advantage of the network and makesthe network a waste of resource and the simple removal of traditional books. Web-based PBL considers the "learning" and "problem" as the center by teacher's Guide, cooperative learning and self-learning. So the design of the learning environment is veryimportant. This paper analyzes the nature of the learning environment, summarizes thetheoretical basis for the design of PBL network learning environment, then proposesPBL Network Learning Environment design principles and designes PBL NetworkLearning Environment from the following aspects: management module, knowledgebase of information environment, the problems' space environment, cooperation andself-learning environment, exchange counseling environment, the study results showenvironment. The author of this thesis also designes the "modern education" in the caseof PBL network learning environment. This thesis is separated into four phases: literature research, theory study, design, and design example. This paper pointes out new ideas in design PBL, summarizes thefoundation of theory and discusses the basic theory, and meanwhile proposes PBLNetwork Learning Environment design principles and offers an example to illustrate itsdesign and application.
