Building The Mianyang E-government Information Portal

Along with the development of global information and networking technology, e-government has become one of five important information high-way applications greatly boosted by all countries in the world. 16th CCPC report pointed out china would farther transfer the functions of government, improve the way of management, push e-government establishment, improve efficiency of administration, decrease the cost of administration to make administration system canonical, harmonious, justice, and efficiency. Implementing e-government experiment and demonstration project is a key step to boost e-government establishment in our country. Minayang e-government project carried out by Sichuan Keyway Software Co. Ltd is one of the 16 national e-government experiment and demonstration projects supported by central government in 10th five years plan, and Mianyang is the only one west city supported directly by central government. Security web portal is one of the key applications in e-government project, it can be used to improve the way of the service of government. Web portal and authentication gateway, and authentic information exchange system altogether make up the e-government application support platform. Building information portal challenges ours in technology and management, such as planning, deploying, content sharing, security, work flow, integration, and easy accessing, etc. This paper presents how to build a comprehensive portal framework in Mianyang e-Government project, and how to establish, maintain and modify the information portal to satisfy the government need by now and future. The paper discussed the way of function planning, technical strategy, and the evaluation technology. The paper also introduced in details the content, development and deployment of Mianyang e-government information portal project. In the end, some experiences and advices are put forward.
