The developing IP network is gradually becoming the platform for the service provider to provide different services. These new arisen services such as voice, multi-media and data services require some certain of Quality of Service (QoS) guarantee that supposed to be provided by the IP network. However, with the original intention of "Best-Effort" delivery, the current IP network can not achieve these QoS requirements.Furthermore, the fast development of IP network exposed some limitations on IPv4 protocol, for instance, shortage of IP address, dissatisfaction of QoS etc. Consequently, with large advantages on address capacity, QoS, security and mobility support, a new Internet protocol named IPv6 is going to replace IPv4. Today, our considerations will focus on whether the existed IPv4 network can be deployed in a new network and how the QoS to be guaranteed under the IPv6. The goal of CNGI project "Research of CNGI-QoS mechanism and key technologies and implementations" is to provide a feasible QoS mechanism under current IPv4/IPv6 network and a potent management of these new services. This project focuses on the research program of QoS management under IPv4/IPv6 network. With the deployment of CNGI-QoS management system, it provides the QoS guarantee for the end-to-end applications services.In this thesis, the agent-based network element management middleware is the basic and key part of QoS management system, which builts upon a heterogeneous physical network, abstracts an agent for each actual network equipment. It provides three main functions: configuration (especially QoS configuration), data collection and eliminates the differences of the network and devices. This subsystem provides upper subsystem with unified QoS configuration and data collection operation interface, shielding the differences of lower network equipments and network architecture, keeps this system scalable and portable.This thesis gives a brief introduction of basic technologies of IP QoS mechanism (IntServ, DiffServ, MPLS and so on) firstly. The following section is a detailed description about the architecture of CNGI-QoS management system, system model and system work flow.Then, according to the requirement of CNGI QoS management system, we discuss the requirement of network element management middleware subsystem, and analysis some key issues of QoS mechanism for Juniper and Bit-way routers. With these analyse, the design and implementaton of middleware subsystem are describled in detail.Finally, it depicts the subsystem test, integration test, validation and achievement, analyzes the disadvantage and improvement of the system.
