By analyzing the requirements of workflow engine, process definition tool, Administration tool, and client application, it designed the systematic architect and the technology architect, studied the theory of workflow modeling and the methods of combining the workflow system with business system. Based on it, the database based workflow system was implemented. It realized the workflow engine which is adaptive to the requirement of enterprise environment. It realized visual process definition tool, realized client application, and realized Web based administrator tool which uses the technology of rich client platform and improves the user experience.According to the research, one examine and endorse system is implemented. In the period of designing and implementation, the system demonstrated that it gains a better performance of reusability, manageability, expandability and maintainability.
