These years, the requirement for vigorous and high-powered distributing communication system is stably increasing. As a distributing system, Intelligent Integrate Service Platform(IISP)brings more reliability, expansibility and expandability than past cluster system. This platform can access all kinds of rock-bottom network entity, support any kinds of access mode, provide convenient developing interface. And IISP hopes to syncretize the new technology of VHE and semantic web. So at the very start, the design of the system architecture provides with some flexibility, can adapt the development of future.The SMS module is an important part of the network access module in IISP. Using simple Web Service form, it provides primitive which deals with short message for application service developers and thus it provides abundant increment operation based on SMS for End-User. In fact, by using SMS Web Service,application developers are able to invoke the SMS function of the telecommunication network without any special telecommunication knowledge.This paper briefly introduces the design architecture of IISP. Then system structure, the communication flow and the message interaction flow of the SGIP are given. And function requirements, system architecture and the main protocol flow of the SMS Sub-System are also explained.The main part describes the design and implementation of the SMS receiveingmodule, including design strategy, the design of the packages and classes, and the test design of the module.
