With the integration of the world economy, the trade between our country and other nations grows quickly and the throughput keeps a high velocity increase. The port appeared the crowded phenomenon, which gives a newer and higher requirement of the Management of the port. The construction of the port faces tremendous challenge. Under the existing berths and port equipments, how to expand the scale of the port to meet the increasing portfolio of port logistics and minimize the total costs of the port and the ship company has been a momentous task to the erectors and the governors of the port. Firstly, mechanism of port logistic system is analyzed. The phenomenon which much freightage of port is crowded and it's reasons are discussed. And the measures of solution to the problem are proposed from angles of logistic management. Secondly, the problem of the port expansion's scale is analyzed. Two proposals that can shorten the waiting time are presented and optimum models which the service rate and the number of docks increase are constructed. Above models are solved by queuing theory and simulation, the optimum scale of port expansion is gained. And the problem which freightage of port is crowded is solved from quantiflcational angle. Finally, this paper applies above mentions to the example of the container terminals of Xiamen port. We can see from this example that the mentions which we present have the character of convenient calculation and strong application.
