Along with E-government, community informationalization has gradually become a part of people's lives. Community informationalization is unique to the community in fulfilling its social function in the process, the use of modern communication technologies (Computers, Call Center, Internet, etc.) within the scope of community management,services, the development and use of information, expression and exchange of information to improve the process of building a service system. The subjects come from a part of the Heilongjiang Provincial Information Industry Development Fund Project "Harbin Community Informationalization".Its contents mainly research into the E-government platform model and architecture.This thesis firstly introduces the development of both domestic and abroad community informationalization, then details the E-government platform model and architecture. The compartment of the E-government architecture between two tiers and multilayer tiers is particularly emphasized, and descript the community, the scope of research and community informationalization. From the community management and community services, analyse the construction of community informationalization, and propose the target of Harbin community informationalization .Finally, exposit the design of this system.This system adopt a three-tier client/server distributed computing structure, which provide the main functions for community such as civil administration, family planning, culture, circumstance, public security and so on. This system provide a good environment for the community, and achieve the goal of Harbin informationalization construction.
