Along with the quick development of our country's electric power industry and it's heading for a market completely, particularly since the two-net reformation, the requirement for the automatic electric power adjustment system is increasing, concerning its level of function, degree of practicality and the total technical capability and function, thus to develop a system platform with perfect function is our country's urgent request in the realization of automation of the electric power industry. Particularly in the last few years, the large-scale reformation of the wire net of our country's electric power system and the upgrade of the big factories and mineral enterprises put forward a higher and higher request for the automation degree of the transformer substation and the automatic adjustment system of the main station. Under such circumstance, designing and developing an automatic electric power adjustment system with perfect function, which will be applicable to all levels of wire net adjustment departments or other departments will enormously improve the adjustment efficiency of the electric power industry, analyze and discover in time the existent problem in the wire net , remove hidden trouble in safety, give further assurance on safe circulation of wire net and improve the quality and the circulation economy of the wire net. Its expansion and universality will produce a tremendous economic and social benefit.The automatic adjustment system of the main station can be also called EMS-Energy Management System, which is a modern electric power synthesized automation system. It is a powerful instrument in controlling the circulating condition of the wire net and its distribution of the currents and adjusting the application of the system in time. The EMS system is divided into 3 layers: the data processing part and the communication part between people and machine. The proposed part includes the intelligence card module, on-rules communication module (the system of the intelligence card module) and the proposed supervision module. The data processing part includes the real time database module, the historical database module and the topological analysis module. The communication part between people and machine includes the item examination module, the module of the communication between people and machine, the report forms module, the simulated screen cycle module and the computer protection module etc. The other module includes the plotting module, the database editing module and the real time software package of the data WEB distribution.The report form sub-system designed and developed in this essay is an important constituting part of the EMS. It can obtain the relative data of the telemetry, the remote correspondence, the electricity measurement, the condition of the wire net needs to be stated and some important matters etc. and then lays out these data in report forms to the readers. It also has the function of statistics and comparisons, making the readers learn the relevant circumstance of wire net application in time and discover the existent problems through the statistics, comparison and analysis of the report forms data. Thus the readers can make decisions, adjust properly the wire net resource and prevent the occurrence of the accidents in the application of wire net. The author has read a great deal of reference concerning this project and participated in and completed this project through many times of investigation. The author has done mainly the following work: investigating and analyzing the subsystem of the through data collections, group discussion and investigation and complete the required analysis and total design of the report forms system, studying the relevant theories and techniques and realizing the development of the system, and conducting the study of the safety mechanism and the solution to the safety problems according to the actual environment of EMS movements.EMS report forms sub- systems is constituted by three parts: the module of the template execution, the creation and the printing module. The module of the template execution is developed by its inner VBA on the basis of MS EXCEL and is used to complete the setting of parameter in making the report forms. Both the creation and the printing module are developed with the adoption of the instrument VB and the technique of ADO and OLE and they are used in the creation and print of the report forms and the correspondence with other modules.EMS the report forms sub-system has many advantages. For example, it can provide the operating platform of similar electronics report forms software such as Microsoft Excel, the selection of report forms procedure on the basis of Excel on the platform of Windows, the application across platforms, the access to historical database, the creation of report forms automatically and manually, the diversity of its forms, the possibility of its backdating, the convenience and rapidness of its use and the credibility and stability etc. In comparison, the former adjustment system uses TXT forms to make the report forms, the creation is one-off and it can not be backdated. Thus, the EMS the report forms sub-system is the newest direction of developing the automatic adjustment report forms system in the field of the domestic electric power at present.
