The financial data of the enterprise is one of the most important information to tax that the taxpayer provides and reflects their running case. It's the first information that the tax department can directly gets from enterprise, and it's the important part composing the tax's data. Since long time ago, the financial data of the enterprise haven't digitalized and the information translates too slowly, so that the tax department cannot use it betimes and effectively, the important data is waste and left behind. It becomes the international and inland revenue info's development direction that collects to heavens using the modern times info technology.Based on building the enterpirses' financial data center of the ChongQing local tax bureau, a universal Financial Forms Photoelectricity Input Management System is developed by making full use of the information technologies including computer technology, optical (handwritten) character recognition(OCR), communication technology, network technology, database technology and software engineering technology. The system uses the topo structure of client/server, has no dependence on the large background database and modularizes. Therefore the system can be applied in the tax's information management system of every tax's case, and it provides data platform to use the financial data of the enterprise.After the investigation on the original way of the tax bureaus management on the corporation financial forms, the Corporation Financial Forms Photoelectricity Input Management System is designed by using software engineering, including the topo design, function design and database design. In this system, the handwritten numbers on the corporation financial forms are dealed and recognized by mature OCR technology, furthermore, the corporation financial data platform is built, and digs and uses on the financial data of the enterprise are realized for tax's demands. The paper particularly discusses the Financial Forms Photoelectricity Input Management System, secondly designs the financial forms and standardizes the forms'format, realizes different forms mix-inputting and greatly improves inputting speed. In order to get the data better and truly, many data verification technology are also introduced to the system, such as parity code, financial system checkout, large data checkout, the relation of data checkout. In the paper, designs some application digging and using on the financial data of the enterprise, such as query data info, total financial data, build the income tax questionary,audit assistant system. In the paper, all the technologies that is applied in the system are presented including independence of the large background database, software system design fundamental and software design pattern. The theories and methods of the software engineering are applied to improve the quality of the software and to reduce the developing expenses.
