With rapid advancement of 3G technology making wireless streaming media possible, streaming media are expanding operators access to value-added services in a large variety of 3G application areas.This thesis presents a 3G-based video platform monitoring streaming media, functioning as video monitor, data collector, real-time internet transmitter, warning system tester and network manager. Therefore, it will meet following demands: real-time monitoring, digital mapping, products supplying and program application.Based upon H.264 and with DS-4008 digital-image-acquisition card produced by CETC, the thesis explores how to make H.264-based video monitoring server and, on this basis, completes video data collection and H.264 encoding.The beginning of the thesis states the status quo and relevancy of video monitoring and provides a snapshot of major products' market status quo and restraints facing their market development. On the basis of analyzing current development of monitoring system and level of research in this field, the thesis chooses H.264 to compress internet-video-monitoring system. It expounds regular video encoding technology and current standards in this regard. The next part of the thesis states major contents of H.264 compression standards and key technologies concerning streaming media. Furthermore, it highlights the key technologies applicable to 3G telecommunications.Based on these technologies, the thesis proposes a solution for 3G streaming media video monitoring, which is the application of H.264 standard to 3G streaming monitoring system. Since this solution is based on streaming media transmission technology, it is easy to realize real-time internet monitoring, and as a result, monitoring can be developed into a value-added service. The thesis provides a general structure of this 3G streaming media monitoring system.Video monitoring system can be divided into three parts: server; working station, collecting video data, encoding and compressing; and remote client, receiving data, decoding and playing. With Winsock, the thesis completes programming of interfaces and with VC++.net programming software, it realizes internet transmission of video monitoring system.
