With the types and scale expanding of streaming services of the armed forces’ three-layer network, especially video surveillance, remote meeting and so on, unlike traditional workloads, a high quality video viewing experience requires sustained performance(low latency and high average throughput) over extended periods of time(e.g., tens of minutes), and the existing data transmission network can not meet the needs of streaming media services. It is economically unrealistic that to completely reform the physical structure of the existing network infrastructure, and from an economic and feasibility point of view, it is a reasonable option to construct an novel data transmission control system to improve the quality of streaming media service.The main contents of this paper are listed as follows.1) The current actual needs of armed forces’ streaming media services is analyzed in this paper, and then the research overview of streaming media transmission is introduced. Based on the analysis and research of current user experience of streaming media services, we argue that the diversity of link state and client state are the main reason of low quality streaming media services;2) Base on the analysis of 1), the possible design space for improvement is discussed by the way of permutations and combinations, and then the quantitative evaluation method of user experience and data distribution ability is proposed and the probability switching mechanism for servers and the adaptive mechanism for data transmission rate is designed.3) The needs analysis, overall and core function modules design of the adaptive data transmission system is completed, including quantitative assessment of user experience, quantitative assessment of data distribution ability, adaptive transmission rate and server selection and switching. Description of the system running processes is as follows, based on the network status information, history of the state data, and user experience feedback, the selected server and transmission rate is calculated and optimized, and after the connection establishment, the feedback information is still sent to the system to implement server switching and dynamic adjustment of the transmission rate.4) In a real network environment, the transmission system is constructed. The packet capture and forwarding, the adaptive transmission rate and the selecting and switching of server are highlighted. The availability and effectiveness of the system is proved by experiment. The analysis of experiment data showed that the distribution could reduce the ratio of buffer and play and start-up delay, even in the case of high load and wild load fluctuating, it can play an effective role.
