The tendency of the third generational video monitoring technology is based on the internet or intranet. The way to access remote multimedia monitoring through network has become a new research field. The remote video motoring has been adopted in many places where need a high security, for it can provide timely, convenient, and straight forward visual information and video playback.The core component of the video monitoring system is streaming media server. It handles the streaming requests from the clients, store and transfer the real time media data. The way to value the capacity of the streaming media server includes two aspects--the num of clients the server can support concurrently and the ability to scale, which are also important factors to the whole video monitoring system.With the increasing number of clients, the quality of the streaming service will be degraded; this is unacceptable for the application like real time monitoring etc which has a critical requirement on the delay factor. So we put forward a video monitoring streaming services frame. The capacity of the server can be enhanced by adopting an advanced communication manner-the Proactor model provided by ACE; and a distributed streaming server is also designed. With a load balance module, the requests from the clients can be assigned to different streaming server. This distributed architecture can relieve the pressure of each individual server and can also be easily expanded. In the end, we analyze the disadvantage of the load balance algorithm and make improvement by incorporating with strategy based on the client.Finally an experiment was conducted. The results showed that video monitoring streaming server system works well and the quality of the streaming service was improved.
