China has vast land and rich marine resources. China's current marine development activities, mainly concentrated in a narrow coastal belt and coastal waters. With the in-depth development of the oceans, in all sectors, there are many contradictions between the development of marine resources and ecological environment. The investigation and follow-up survey of applications and usage on a particular area from different offices will require substantial resources. Therefore, how to realize the rational development of marine resources, the rational use of the waters and how to protect the marine environment, preservation of the marine rights and interests, and realize coastal economic, social resources and the environment for sustainable development and integrated management is imminent.Sea area management system is built for real-time testing and evaluation of the waters environment, and the introduction of office automation to ocean management programs. Distributed architecture makes remote, convenient office of environmental monitoring and approving the use of the waters. Attribute data and spatial data inquiries made of two-way management can quickly access the corresponding area of useful information. And the use of the waters certificates and related laws and regulations will implement an inquiry process management. Traditional need to spend a lot of manpower and complicated now able to work even if a computer, enable management to better management of marine resources, make full use of maritime resources.uDig() Based Sea area management system is built under uDig SRC and uDig SDK mixture development mode. It utilizes flexible Eclipse plug-in mechanism, and could control sea area management system interface easily; provides multiple data input function, sea map layers management, attribute and spatial data query, statistics and analysis functions. We provide a set of management tools to improve the automation and visualization of the management of the process, according to the analysis of the process of sea area approval and dependency of different attribute data.We use PostgreSQL to provide remote data access to store attribute and spatial data in uniform, with Hibernate and PostGIS to manager attribute and spatial data in uniform respectively, and provide a high level abstract data access interface to ensure consistency.
