| Nowadays, all countries around the world are practicing the development strategy of information driven industrialization. Many countries including China all take software industry as the backbone industry in their national economy. Since then, software production enters into software process improvement centered software engineering era. On the other hand, software process improvement is a comprehensive activity. It needs long-term practice and involves methods of software process engineering and key technologies of software process field. The research of software process improvement and related technologies is a challenging and important theory and practical application subject.At present, when the software organization implement SPI, one of its core work is establishment and maintenance organization's software process assets library (PAL), in order to improve software process management level. PAL is a set of valuable entity that instruct software project which obtains from the accumulation in the SPI process. these assets stretch across every project process, form the headspring of software organization sustained process improves.By analyzing the key role of PAL in software process improvement framework and the structure of PAL, this article designs PALMS. PALMS makes use of the two-layer hierarchical process management idea of "organization-project" in CMM, provides different process management mechanism for organization level and project level. The PALMS is a support tool which instructs all the software process, so the forming and reusing for process asset are strengthened and provides the reference for the companies.Standard process library is an important component of PALMS, its standard process is the basic of tailor and definition for the software process.
