Along with the approach of 3G commercialization and the definitude of network convergency, reducing the network cost and being compatible with the following network evolution and convergency become an important task of the product commercialization.The goal of this article is to design and realize a low cost, high density and convergency oriented user plane subsystem, based on WCDMA R4 core network user plane.WCDMA R4 core network is a complicated system, which is constituted of a Circuit Switched (CS) domain and a Packet Switched (PS) domain. The CS domain generally includes several entities such as MSC_Server, MGW, etc. And an MGW is logically devided into two parts: control plane and user plane. The user plane is mainly responsible for the access, transformation (such as codec), and transmission of the user traffic data. Because of the enormous computation burden and data flow, user plane is usually the sticking point of cost and performance of an MGW. On the other hand, because mobile phones are more and more popular, the MGWs with big capability are desired. Meanwhile, as the technics of mobile core network and fixed network becomes more and more consistent, especially as many traditional fixed network operators will gain mobile service license, the demand of the convergence of mobile MGWs and NGN MGWs is stronger day by day.This paper starts with the analyses of user plane protocol stacks and essential service requirements. Considering the network actuality in the current market, some potential extending service is well understood and analysed. What's more, it analyses the data flow under different service model and the differentiae between the user planes of mobile and fied soft switch. Then it introduces the design and implementation process of this project in detail and some key technics. At last, it provides the test results on the real system, and points out some shortages and development advice for the future.In this paper, not only a WCDMA MGW user plane subsystem is successfully put forward and implemented, a massive foundation to fit the network convergence and evolution is layed, but also the methods are commonly helpful to other similar systems, in which lies the meaning of our work.
