Because of the development of telecommunication technology and fierce market competition, the telecommunication companies, competing for customers and revenues, depend more and more on the comprehensive investigation and accurate analysis of markets and customers for their decision-making on market expansion, customer service providing and network project investment. As an important tool for telecommunication companies to solve the customer complains and thus increase the customer satisfaction, the Billing and Accounting System (BAS) provides a strong technical support for telecommunication companies to fully understand customer purchasing behavior and further utilize the customized services. It directly links telecommunication companies to customers and in turn becomes a crucial aspect that affects the performance of telecommunication companies. How to better design this system so as to effectively track customers'consumption behaviors and generate immediate feedbacks to customer managers has drawn increasing attentions from academic scholars and telecommunication companies. The Client Information System (CIS), as a subsystem and the foundation of Billing and Accounting System that requires the integration of automatic control, computer networking and database management, provides the basic information of customers and thus is the key for customer relationship management (CRM). It is also a typical interdisciplinary application of automatic control and computer science and therefore presents a challenge to academic scholars and practitioners. This thesis modifies the existing Client Information System based on the needs of the telecommunication companies through investigating of existing CIS, analyzing its drawbacks and practicing different modifications of CIS design. The techniques such as object-oriented programming and large-scale database management are utilized through different phases from customer need's analysis, system design to functional programming. The client database is especially designed based on the three-tier (Client/Server, C/S) system structure. In the thesis, the system structure of Billing and Accounting System (BAS) is first introduced, followed by the discussions of program functions and database design. The important impacts of better designed CIS on customer relationship management (CRM) are discussed at the end.The proposed CIS in this thesis greatly improves the performance of CIS. As a...
