With the development of the network and increasing of the mobile users, many network nodes, which are fixed now, will be mobile nodes. As a network layer mobile solution, mobile IPv6 allows mobile nodes to remain reachable while moving around in different networks. For network service provider, secure mobile node and static mobile node information when it access network is base of deploy mobile IPv6 network and ensure benefits of ISP and users. The thesis researching is under this background.The job in this thesis is one part of China Next Generation Internet Project"Integrating Internet and mobile communication on experimental platform". Based on analyse moblie IPv6,NEMO and RADIUS protocols, promote a new solution to implement mobile router access security, this solution is implement by adding a authentication option to signal messages between home agent and mobile node, as the same time, design two sample implementations, one for no embedded mobile network and the other for embedded mobile network. This solution had applied China invent Patent, the applied number is 200610076115.4. As the same time, based on analys user accounting in single WLAN, promote and implement mobile IPv6 accounting in multi-WLANs. As supplementary to current WLAN accounting, this solution needn't add new software to mobile node, it's just need to modify home agent, enable home agent can communication with client, as the same time, home agent can utilize signal message to get mobile node location information and trigger sending accounting packets to server. All accounting information come from mobile router signal messages, so it's solve the mobile router and mobile network accounting well when mobile node handoff in different networks.
