Internet and Wireless Communication Network developed rapidly in past few years. With their accounting system constantly perfected, now their accounting is quite mature. In contrast with these, wireless access networks developed very slowly due to the limitation of wireless facilities and technology. And there are almost no studies of accounting system for wireless users to attach network. But it is widely supposed that the Mobile Communicate Network will play an important role in future networks and IPv6 protocol will be put into application firstly. IPv6 protocol has many advantages such as Expanded Addressing Capabilities, Stateless Address Auto Configuration and IPSec, and all these make mobile IP to be implemented much more easily in the IPv6 network. Mobile IPv6 is an important part of IPv6, it avoid triangle routing, and simplify such things as routing procedure, security and so on. Now there is a network service supplier propose an accounting system for WLAN. The accounting method of this system is the same as dial-up accounting. This accounting method only can be applied to one WLAN, which is to say that the users only can move in one WLAN. So the movement of mobile users is confined in certain area. Based on the situation mentioned above, the development of wireless access network, and Mobile IPv6 protocol, the paper puts forward a new kind of accounting system for Mobile IPv6 users. The greatest advantage of this system is that it could support mobile users move among networks and finish accounting implementation real time, pellucidly. The new accounting scheme gets accounting information from home agent, which is in mobile users'home network, to implement mobile accounting. Because the required accounting information has already been put into mobile IPv6 protocol stack, this accounting method has following two advantages: firstly there is no superfluous traffic introduced into network to support accounting operation; secondly it avoids modifying protocol stack.
