Due to the construction of“the digital internet project of earthquake prediction in China”, the earthquake prediction will be digitalize and internalize, which covers data collection, transmission, analysis and application, etc. The digital data on earthquake- proof will be accumulated based on the study of active faults and assessment on earthquake dangerousness started in big or middle cities; meanwhile, the collection of signs related to quake, recording of strong earthquake activities and assessment on regulation of active faults provide us with a large amount of digital data for earthquake monitor and prediction. Therefore, with the help of the large quantity of digital data an earthquake issuing system based on WebGIS technology should be developed so all kinds of digital data obtained can be shared across areas and industries and more useful information about earthquake can be provided with institutes and our society to enhance the development of earthquake prediction in China. The thesis presents an earthquake issuing system based on WebGIS, which provides a common platform for issuing earthquake news and sharing the digital data among different departments. The system can provide the interactive online maps and data and issue immediately a large quantity of quake related information to ensure the efficiency of earthquake resistance.The thesis presents an earthquake information issuing system that agrees with the essential business rules of China Earthquake Admission through analyzing the latest study on WebGIS combined with the nature of earthquake issuing system. A suit of software developing model is adopted. According to the process of developing software and based on the J2EE constructure platform, the developing software provided by Esri Company is used here. During the process of software developing, an earthquake information data model based on GeoDataBase is worked out. The quake information can be issued online quickly by generalizing the space data related to the quake monitor, signs, strong quake activities or faults movements, which is realized through the multi-data -interfaces provided by ArcSDE. Supported by ArcIMS, all the news on earthquake can be issued online and it is not necessary for the users to install any software. They can search for earthquake news by entering a website. The open interface design strategy is applied to the special subject picture issuing model. The users can create an interface agrees with their own business. Therefore, the space data on different topics can be issued on the same platform. The company-level constructure developing model is adopted in developing the whole earthquake issuing system. The data is saved through Oracle data base and issued by Weblogic technology. The middle-ware is used to design this model so a steady performance of the system can be ensured and the second development of the system is guaranteed technically.
