The wetland has greatly important environment function and social function. It is important to manage the wetland with the scientific methods. The web geographic information system (WebGIS) is a product which combines the distributed network technology and the geography information science, and it can provide quick and accurate decision-making supporting information for government and the wetland development & control department, so it is an essential part in the wetland management. As the basis of WebGIS, the construction model of the distribute network is the main factor that is an intelligent development medium of GIS, the construction method is the core that affects the development of GIS. In most recent WebGIS system, it is difficult to realize the system module and function reuse, and it costs too much on arrangement, replacement and maintaince. Therefore, in this paper the idea of Service Oriented Architecture (SOA) is studied and the Songnen Plain wetland geographic information system is constructed using SOA design mode; Applying SOA in WebGIS, it is easy to sepearte the internal logic operation and external manifestation. The questions of service depiction an cooperation can also be solved. To realize the ideas mentioned above, Web Services which are a series of XML standard technology set are used. Thus, how to compose and encapsulate the internal Web Services are two problems studied in this paper. From the final object-users' point of view a service interface model of WebGIS based on workflow theory is proposed. Model, services and GIS flow are combined; the flow is fulfilled by the services compositions; and the data and the expression are detached by applying XML. On the basis of this service interface model, Songnen Plain Wetland Information Integration System is designed and developed by using Web Services+ASP.NET technology. For the characteristics of wetland and hydrology information in Songnen Plain, the services of much function have been encapsulated, including information search, statistic and analysis about wetland, water quality, rivers, flood, lakes, banks etc., and special maps generation, and so on. Also the structure division services for Songnen Plain water resource are established using rivers and water resource structure model; And prediction and decision supporting system provides effective assistance for wetland management.
