After entering the development stage of the Web, WebGIS, which is producted by Geographic Information System(GIS) combining with Internet, brings convenience for our life. However, promotions and popularization of the GIS application has accumulated massive isomerism spatial data and application system with independence and closeness, which makes so much isolated information and brings so many difficulties for data sharing. The GIS application has a great request on the data sharing and mutually-operating in multiplatform and distributed systems.Service Oriented Architecture(SOA) is a suitable architecture for software development in a changeable environment, which can eliminate the bottleneck of the communion and operation on WEBGIS data currently. Due to the disadvantage of current distributed object model, the WebGIS service based on SOA can make full use of the software resources scattered in the web as the GIS Web Service, implementing the loose-coupled isomerism system which the data might be shared and mutually-operated ultimately.Through importing a new system construction method of service-oriented and integrating the service with GIS, this article has constructed a better encapsulated, re-utilizable, easily extended and maintained and multiplatform geographic information system, following the development concept that the soft ware is service and the service is software. In order to promote all kinds of service working in line, it is to recur to the mechanism of unified description, discovery, and integratioin(UDDI). Firstly it needs to issue the metadata of the service by its provider to the on-line registration center to do some list processing, then the service consumer will be allowed to search some related service in the registration center to do the transfer. It may solve commendably the problem of sharing spatial information and its process function to utilize the service-orientde concept, on the other hand, it is a new concept to solve the mutually-operated of GIS.Based on the thought above, this article has analyzed main problems of the application of GIS at this stage and introduced the concept and framework of service oriented architecture ,the main technology on realization of services oriented architecture and analyzed the characters and advantages of services oriented architecture. The article also has refferd GIS applications of services oriented architecture and descripted architecture model of WebGIS which based on services oriented architecture and analyzed the advantages of combination of services oriented architecture and WebGIS.Finally, the article has offered a GIS system based on services oriented architecture. And on this basis, it has designed a water GIS basd on services oriented architecture and offered the process to achieve this system.
