With the society's advancement, highway is developing swiftly and violently. However, to work normally and take full advantage of the highway, it depends on the monitoring system. The monitoring system of the highway has already become the focus of investment in building highway. Applying the latest and the most valued technology to new generation of monitoring system to resolve problem of fact will have very good social benefit and economic benefits.The monitoring system of the highway include the information technology , data communication transmission technology , electronic controlling technology and computer management technology and other integrative managements which are used in management system of the highway in the wide and all-powerful field, we build a real time , exact , efficient comprehensive management system of highway. The highway applied the monitoring system monitoring and controlling the highway, which is quite important to normal circulation and beneficial exertion.The first part of this article advances the controlling system which resolves the eight basic demands from the highway management of the Jilin Province , which are the functions of information collection , information management , consultation Stat. , simulation screen vision control , video frequency image switch , video frequency review , real time control order , switch of serial interface pattern and video frequency monitoring . Therefore, this management system divided by the function of system into the data-base server , system management module , communication module , graphics vision module . Controlling the need of the function on the whole will establish solid base for the further design of truss and arrangement.The following part is drawing out the general design goal and assignment : strictly observe to conformity of the real background of the highway and the status of operation , operation conformity and flow conformity , establish the interpenetration information ; realize the unification management of various operation system user , build up the unification portal to communication with user ; the integrated flat roof should try best to be independent with hardware equipment , make great efforts to high inner polymerization , low coupling logic equipment management system ; realize the highway real time management , establish on time , make the information interface into a on time , automatism , efficiency .The framework design of monitoring system is the core and key part of monitoring system. This article will expatiate in the thought and design which accord to the monitoring system from the two parts they are system arrangement frame and system configuration. The highway monitoring system can be divided into three tiers: integration management (M-tier), operation processing (P-tier) and equipment control (C-tier). And the equipment control (C-tier) is the mutual part of the bottom hardware equipment and operation disposal system , the main role is to receive the dictation information from the super stratum, and will back out the status of hardware which from various hardware equipments to the operation disposal system . The operation processing (P-tier) is the conjunction of the information and is the interface to receive and dispose the hardware from bottom and the users information from the super stratum, this interface system is build on the database, is the core of the whole system. Integration management tier (M- tier) is a tier to communicate with the users. It can receive the information which directly from the users use , at the same time it can also deliver the data which from the operation disposal tier to the users , it can offer the users to control , manage and statute and other operation . On the other side, the configuration of the highway monitoring system is resolved by the way of C/S and B/S.After having the integrated configuration design, we should observe to the fixed project on the advanced design. Following these principles: Reuse, Simple, Expand, Modularize and Detail Ensconce. They restrict and control the problems which may happen in the course of design. They establish the basis and offer guarantee for this system the homology style and contents.In this system , there are several main hardware parts which close to it , they are : camera, coding and decoding facility of video, hardware kinescope , serial port server , changeable message sign, changeful speed limit sign , auto-check apparatus . Because of the circum scribe of the article's length, the article won't describe the hardware kinescope and auto-check apparatus. In this article I particular design about coding and decoding facility of videoand changeful information board.Coding and decoding facility of video need complete the video frequency switch , caption show , focus modulation and other function , correlatively to it we also need the system can control the photography lens of cloud set. The difficulty is that in the past the data stream of unicast which in the network we should know how much the terminal need video frequency and how much video frequency stream the trunk network .All of these perhaps make the Broad Band become crowded. This system depend on the VLAN design and setting of the hardware network , including the application of the series broadcast technology ,will make the problem be readily solved . Even though the terminals have several video frequency demands, all the backbones and beanpoles will have several video frequency at the most . This will greatly save bandwidth of network.The changeable message sign is the core hardware facility of information issue system, it will directly impact the highway personnel receive information and indicate orders. The part of the changeable message signcontrols the software which must be obvious, legible, intelligible and reliant. This system not only realize the demands of Jilin supervise bureau which should have the functions of show fixed command , user-defined editor order , information estate inquire and add-ons the third class user-supervise order module , information board content in-phase and play list upload and download function . The function of the richness, utility make the system smoothly .expansibility and healthiness improve in a certain extent.In the experiment part of this article is mainly about contrast the using the video frequency monitoring system before and after which bring the different result to bandwidth of network, giving prominence to multicast which greatly improve the capability of the network. In addition to contrast the affect on the part of the hardness of changeable message sign by the data in-phase technology.In the last part of the article, I summarize the content and prospect the task in the future.Following the software-engineering rule to develop the project, we divided the task into many simple and independent function units. We divided the functions of software according to the functions of module, and tried our best to achieve the aim of high cohesion, low coincidence. During the course of coding, we encapsulate some code with module, which can be used repeat, into some functions so we can reduce the complexity and the cost of the maintenance of our software. In the mortaring system, we used multithreading technology to solve multitasks. At last, designing and developing from user's position, we used the new technology to the monitoring system for many times to solve problems of fact is a bright point of this paper, which is just the impetus of the developer insisting pursuing the technology.
