With the rapid development of the highway and railway transportation and the continuous improvement of the traffic network in Hainan Province, weather monitoring and forecasting has become an important security measure to the traffic safety, and a potential factor to improve the economic efficiency of the transportation. It monitors the meteorological elements which affect the traffic safety like temperature, precipitation, wind direction, wind speed, visibility, and provides real-time monitoring data to the traffic meteorological service by relative evenly arranging along the highway to a certain number of traffic meteorological environment monitoring stations. Weather monitoring and forecasting provides technical support for the provincial intelligent transportation system construction and especially the improvement of its highway accident prevention management, so that the safety and traffic capacity can be enhanced in bad weather conditions.With the support of 21 provincial highway traffic automatic meteorological stations and the SQL Server, this paper is aiming to describe a WEB application which is researched with Browse/Server system, developed with ASP.NET, and based on GIS provincial highway traffic meteorological monitoring system.By means of the provincial highway traffic meteorological monitoring system, we could detect the various abnormal traffic environmental factors and meteorological conditions along the highway so that the real-time data could be provided for the traffic meteorological service. At the same time, the customers could check the operation condition of the automatic weather stations and observation data through the browser so the public could easily use and understand the real-time meteorological data. It could meet the specific traffic meteorological needs of the specific users by promoting the fine management in all kinds of provincial automatic meteorological stations such as telemetry stations, mesoscale stations, observation and communication posts and highway traffic stations, and hydrometric stations etc. The main content is:1、To realize the data acquisition of the traffic automatic meteorological stations and the data reading in the center database.2、To realize the traffic meteorological data display, that is, the meteorological data display of each highway, including the road temperature and gradual change of visibility dispaly, the curve display of temperature, visibility, rainfall and wind speed, etc.3、To realize the real-time monitoring of traffic automatic meteorological stations, transmitting the warning messages of the highway automatic stations malfunction and the alarm value of the meteorological data, such as road temperature, visibility, rainfall and wind speed etc.4 、 To realize the query of the historical meteorological data and the whole/regional highway meteorological data.The application was passed the test and commissioning. It performs stably and basically achieves the expected functions and plays a proper role in provincial traffic meteorology. Through the development and operation of the application, it updates the data according to the real-time monitoring of the traffic automatically weather stations so the user could have the latest meteorological data of the specific point or part of highway. The application displays the data in charts, forms, color gradient, histogram and graph. The display method is beyond the conventional way and is more convenient for query.
