Since the 21st century, as the rapid development of highway informationization, high-edge techonology and new products have kept pumping up. During the"eleventh five-year plan"period, the State Council has released the National Informationization Development Strategy from 2006 to 2020 and setting a higher standard for the construction of information technology. According to the Strategy, the direction of traffic information development has been determined by the Traffic Department and several trial projects have been implemented, making it the priority in the whole traffic industry.Building a comprehensive monitoring system is a vital part to the construction of highway informationization. The negative effects of traffic jams and traffic accidents have increased due to the limited below-level-two highway main line capacity. Naturally, a sufficient highway monitoring system which can autodetect and regulate traffic becomes the best solution to all these problems.In this paper, the author summarizes current researches on highway monitoring system both in China and abroad, analyzes its target function, introduces the components and functions of monitoring hardware and hence laying the foundation for the design and development of monitoring system. The appliance of full-control monitoring system in highway electromechanical engineering are also presented in the paper. The author launched an in-depth investigation of the constitution, functional requirements, and layout design of the monitoring system based on the thorough study of Hengsha-Yayao Selection of Guangfo Highway and elaborated the general functions and structure of the monitoring software used. Finally, this paper provides some new insights for future highway expansion and reconstruction.
