In traditional information resource management pattern system, the information lacks a uniform_semantic description. So it is hard for user to find more relevant information resource and realize theinformation semantic fusion. How to assign the managed resource a machine understandable meaningto facilitate user to find what they really need and use the domain knowledge to realize theinformation semantic fusion are challenging tasks for information resource management.Semantic Web, an extension of the current web, is viewed as the next generation web technology which aims at that the information on the Web can be understood by machine and be processed automatically, so that humans can communicate with the machines better. Semantic web has a layered architecture including some special technologies and specifications, such as XML, RDF, RDF Schema, Web Ontology Language. RDF, one of the most important technologies, is used to describe thesemantics of web resources by a standardized interoperable model------RDF datamodel. RDF Schema is an extension of RDF, which has more expressive ability to describe the semantics of web resources.The domain ontology is a formal, explicit specification of a shared conceptualization, which canrepresent domain knowledge and facilitates the interoperation between the heterogenous applicationsystems. In computerized environment, an ontology should be described by a formal language to ensure that computers can process the ontology. This kind of language is called web ontology language. OWL is one of web ontology languages, developed by W3C, it is based on Description Logics and the lessons learned from the development of DAML+OIL. The features of expressiveness and easy-to-use provide a very good prospective of OWL application. In this system, we use the OWL language to design our ontology.Based on the actual application scene of state-owned assets property right register system, this paper discusses how to incorporate the technologies of Semantic web and ontology and apply them to the application system. These technologies not only provide the basic functions: publishing, querying, and maintaining, but also lead to some new features: extensibility, arbitrary query and automated data processing.
