Video surveillant system has been applied to finance, transportation, commercial, electrical, public security and national defense .etc because of its conveniences and real time character. Analog surveillant were popular in the past time, but it had some disadvantage such as low image quality and hard to extend. With the development of digital technique and network, the new digital video surveillant system shows its special advantage. H.264/AVC is newest video coding standard of the ITU-T Video Coding Experts Group and the ISO/IEC Moving Picture Experts Group. H.264 can save approximately a 50% bit rate for equivalent perceptual quality relative to the existing standards. Due to the advanced compression performance and the "network-friendly" nature, H.264 will be adopted over a broad variety of applications such as video telephone, broadcast, streaming services, storage and so on.The emphasis of this paper is real time transport of H.264 bit streams based CDMA 20001X of China Unicom.
