3G-324M is the 3GPP specified multimedia communication recommendation in 3G circuit switched network. And it is also the only international standard nowadays of 3G mobile phone's video telephony service. The future of 3G-324M's application is bright.Nowadays the research about 3G-324M is rare, although there are lots of researches about VoIP, Internet video conference and H324, which is the ancestor of 3G-324M. And its core protocol has no open source code to refer to. In this paper, a general model for communication protocol core design is proposed. Based on it, a 3G-324M system is implemented. In order to adapt to mobile network's evolution to IP network, after discussing the reason and possibility for 3G-324M running in IP network, the operation on and interworking between GPRS and Internet are realized, which can satisfy the strong customer demand for real-time wireless multimedia communication.When 3G-324M uses TCP as transport layer protocol, in order to make high use of bandwidth to fit real-time multimedia communication, TCP is optimized in this paper for wireless data link which is long-delayed, low bandwidth and high bit error rate. As the fast development of mobile data communication service, this optimization can also be applied to a lot other TCP based service such as wireless Email, wireless FTP and so on.
