Mobile video telephone is a kind of point-to-point video and voice communications business.With the imminent arrival of the 3G era. 3G mobile video telephone as representatives of business and the killer business will have a very good market prospects.This dissertation focuses on design and implement of a video telephone applicaion.It bases on Windows CE platform. Main contribution of this dissertation is as follows:1) Detailed analysis of the core videophones protocol stack, 3G-324M.Successful development of intelligent mobile video telephone application,a rapid and good audioand video performance, bases on Dilithium 3G-324M protocol stack.2)A communicaion mechanism between two cpu communication structure in embedded system, dual-ported RAM,is designed and implemented.Low CPU load support up to 7.2Mbps data rate, 3G mobile phones can meet the requirements of high-speed data services such as video telephone.3)A transfers rate control mechanism which bases on V.80 protocol, is proposed.This mechanism make sure that video telephone application can transmit data in 64kbps rate steadily.Without the rate control mechanism ,the video telephone will not work correctly.4) Many application testing program are proposed.It can be used flexibly according to the needs of development a similar system, and has improved the speed and quality of development process.
