With the rapid development of radio communications, spectrum application becomes more popular that results in the shortage of spectrum resource increasingly. In order to make full use of the limited spectrum resource, effective work should be done in two fields: exploration of higher utility rate spectrum application system by means of the progress in radio communications technologies, as well as strengthening scientific management of spectrum through integration administration management and scientific technologies. Radio monitoring is the key component of spectrum management, aiming to provide technical support and scientific warrant for spectrum management, assignment and planning of frequency. An important way for carrying out radio monitoring is to establish radio monitoring network and distribute fixed monitoring stations everywhere in the nation even in the world, with lots of monitoring stations are employed to harmonize work. Meanwhile, radio monitoring systems capable of automatic measurement are adopted to decrease operator amount and improve the efficiency of monitoring service.There are outstanding distinctions in the transmission characteristics of radio waves according to different frequency band. Therefore radio monitoring stations (HF station, VHF/UHF station and SHF station, etc.) undertake different monitoring assignments based on their types. VHF/UHF frequency bands, namely 30MHz-3GHz, have the largest application range, most application systems and customers, as well as the most complex electromagnetism condition, whose typical application examples includes broadcasting, aeronautical radionavigation, public mobile communications system(2.5G, 3G),...
