The radio spectrum is a very special and valuable natural resource. It belongs to non-expendable but very limited resource, and is shared to outside world yet susceptible to interference. Also the radio spectrum is an important strategic resource full of competition and protection of all countries in the world since it concern the security of politics, military, economics and other aspects of each country. However, with the development of communication, radio, television, satellite, radar and other radio services by leaps and bounds in today’s society, it makes the already limited radio spectrum resources become more stretched. In addition, the current policy of spectrum allocation management leads to the inefficient use of spectrum, and there exist various kinds of interferences, including natural, man-made, illegal and unintentional. These interferences affect the smooth communication of all walks of life, and even are a threat to national security and the safety of people’s lives.An important method and means to solve the above-mentioned problem is to monitor the radio spectrum. We can investigate and punish the illegal interferences, protect the legitimate users and ensure communication unimpeded through effective monitoring. Besides, we can find out the effective and rational allocation management strategy to improve utilization efficiency of radio spectrum and alleviate the situation of increasingly scarce spectrum resources by conducting research on spectrum monitoring.The radio spectrum monitoring generally involves wide scope of multi-areas with complex and diverse topography in practice. As we all know, the land area in our country is about9.6million square kilometers and the total length of land border is more than22000kilometers. Relying on the traditional monitoring means requires a lot of staff and monitoring equipment and spends a lot of manpower and financial resources, and the cost is high but the efficiency is low. Therefore, to establish a remote monitoring system capable of transmitting data using network based on the software and hardware of computer can not only reduce the cost but also improve the efficiency.According to Lab VIEW software platform, some functions of the radio spectrum monitoring system are simulated in this paper. The radio spectrum monitoring system is established and the FM broadcast band frequency spectrum of the real space is monitored based on the platforms of Lab VIEW software and USRP hardware. The remote viewing and monitoring of spectrum via web is achieved through Web publishing capabilities of Lab VIEW and browser/server approach, and data storage, display and read are realized by means of client/server approach. Moreover, considering the case of monitoring stations and centers being in different local area networks, how to solve the data communication problems of LabVIEW between stations and centers through establishment of a virtual local area network is also analyzed and discussed.
