Telecommunications industry develops very fast in 21 century, whose market is full of fierce competition. Therefore, telecommunications proprietors must adopt modernized personnel managing methods so as to attract and keep qualified personnel and to lower the cost of human resource management and to improve the efficiency of their company. Human resource management system is based on the theory of scientific human resource management and supported by modern computer and network technology. This system will manage human resources efficiently and set personnel department free from its originally trifling business. By using simple and standard business process, this system will complete most of its manual operations which are repeated and lack additional values. Based on the extensive analysis and comparison of current human resource management systems in China, this essay designs and implements Java Struts based human resource management system of Anshan Netcom Company.Firstly, this essay introduces the development of human resource management systems and their application in China. Then the essay introduces main techniques used by Anshan Netcom Company's human resource management system including J2EE application framework, MVC designing mode, STRUTS framework and JavaBean, etc.Based on the research of business process, this essay makes a requirement analysis of Anshan Netcom Company's human resource management system and divides the system into seven modules according to its functions: personnel information management system, personnel transfer management system, performance management system, wage management system, contract management system, training management system and system maintenance. These modules provide support to all fields of human resource management, including human resource plan, hiring qualified personnel, personnel management (employees'information management, contract management, work attendance checking management, holiday management, performance appraisal and leave management), wage and welfare management and employees'training and development. These seven modules also have the functions of report form output, of providing flexible inquiry and statistics and of reflecting the state of human resources directly and dynamically, thus provide efficient support to personnel managers'policy decision.
