Opening to the public the libraries of the local colleges and universities is to meet the needs of social development. The demand for information is increasingly urgent along with the arrival of knowledge-based economy and economic globalization and the gradual establishment of the socialist market-oriented economy system in our country. In pace with the development of learning society and the updating of educational concepts, the universities will be the cultural arenas and studying places catering to the whole people. Hence, it is required that the libraries of colleges and universities further open up their social and educational functions to serve the knowledge economy era and the development of learning society, enabling the libraries to satisfy the social demands of information and knowledge. Meanwhile, in terms of self-development, it is also a necessity for the local colleges and universities to open their libraries to the public. Set up by the local government for the social and economic development of the region, the local universities should, on their own initiative, be more active in serving the locality than the other universities, whether on personnel training, scientific research or social work.The local university should promote its celebrity and reputation through its own roles and contributions and strive for the understanding, attention, support and cooperation from the local government and people from all walks of life, hereafter the improvement of running conditions could be accelerated for its survival and development. Therefore, the libraries of the local universities, as the largest and the first-rate information centre, should provide excellent service to the universities' teaching and scientific researches, after adapting itself to the time and social developments. In the meantime, there is another important subject for the library staff to penetrate into and do research on. That is, how the local universities could mingle into the society and explore a new road of social service, so that it could play a more important role in the local economic construction and social developments.
