Human competency testing can make accurate orientation for people's knowledge level, personality and potentiality, through appling the research of some relevance subjects and utilizing computers. So it provides important reference information for the human resource management of corporations, units and organs, such as enrolement and education. That human competency testing scientifically evaluates tested objects, based on scientific method and modern technology, can enhance management's efficiency and quality, as a result, we can get best configuration of people and work.In this paper, staff competency model is established on actual corporation referring to testing system that's utility, confidence and efficiency are all very high in abroad and domestice. In terms of type of job, we select varying testing methodology and confirm testing criterion. After that, we achieve the concrete system of staff competency model, and ameliorate the definition of competency and model's parameters. In this paper, we improve the leggard method in sifting and evaluating depending on testing specialists through maths methodology, such as analytic hierarchy processfuzzy proximity and element power device. We utilize computers to imitate specialists for identifing and assaying every tested staff, so insuring the accuracy and avilability of the testing results. Also we make detailed description in stuff's synthetic comptency evaluation and relevant job compatibility.
