Software outsourcing industry is characterized by both intelligence intensive and technology intensive.The core element of its development is talents.Software outsourcing business in China started late,but with artificial cost is low,such as national policy support big advantage,quickly entered the stage of engineering,scale development,software outsourcing market has been rapid growth,the competition has become fierce,have increased the demand for software outsourcing talents,outsourcing company,pay more and more attention to the construction of talent team.Therefore,scientific and reasonable talent selection and appointment become the key for outsourcing companies to occupy the market competitive advantage,and the establishment of talent evaluation mechanism adapted to the outsourcing market environment is the main way for software outsourcing companies to respond to the market demand.The ADT company as one of the high-tech enterprises,software outsourcing one of fortune 200 companies,its staff more than 1200 people,professional team are also growing,continue to use the old system of talent evaluation,can no longer be valid scientific talents,cultivating technical talents,the company's current service enterprise is mainly each big commercial bank,the bank's business,how to make the company's technical personnel to improve the ability of the business and technical level,motivate technicians in the business,the development of the technology innovation and so on have higher,do people post match,people do its use,for enterprises in the fierce competition in the environment of sustainable and healthy development.Based on the field research of the talent evaluation system adopted by ADT company in the past,this paper proposes a new talent evaluation criterion that is oriented by the rational and effective allocation of human resources according to the quality characteristics of outsourcing personnel,the particularity of the work environment,and the competency theory principle of the talent evaluation theory.Secondly,taking the quality requirements of software outsourcing posts as the core,the evaluation system for outsourcing talents in line with ADT company is constructed.All indexes are sorted based on AHP analysis method to determine the weight and comprehensive calculation of the evaluation system.In this paper,a newsoftware outsourcing talent evaluation system is adopted to evaluate the outsourcing personnel of ADT company,so as to verify the feasibility and scientificity of the software outsourcing talent evaluation system.Finally,in view of the shortcomings of the original evaluation system process of ADT company,this paper puts forward the organization and management,implementation process and matters needing attention in the implementation of the evaluation system for software outsourcing talents of ADT company to ensure the specific implementation of the evaluation index system.Through the ADT company existing talent evaluation system analysis and research,based on the present situation of the company talent evaluation,put forward more accord with the actual market demand for human resources reasonable and efficient allocation of oriented evaluation criterion,based on the AHP method to build the evaluation index system,from two dimensions of quantitative and qualitative outsourcing talent is evaluated,and presents a systematic evaluation mechanism,software outsourcing talents for ADT company management work provides theoretical guidance,the support of practice.
